An insurer's name is a detail, not a conclusion

Being told the other driver is insured with Direct Line — or any insurer — does not by itself establish that cover applies, who was at fault, or that any claim is eligible. Those questions are settled later from the accounts and evidence, not from a name given at the roadside.

It is also worth recording where the insurer details came from: what the other driver said, a text or note they sent, something an insurer wrote to you, or your own assumption. A reported insurer and a confirmed policy are different things, and the source matters.

Your insurer and the other driver's insurer are different relationships

Do I have to use this service because the other driver is insured with Direct Line?

No. Using this service is entirely optional, and the other driver's insurer does not oblige you to do anything here. Official routes, including the insurer's own channels, exist whatever you do on this site.

Does being told the insurer's name prove the other driver was covered or at fault?

No. A name given at the scene or in a message does not by itself prove cover, fault or eligibility for anything. Those are established later from evidence. Record where the insurer details came from and keep any written reference.
